Zhejiang Province is located in the southeast coastal region, with a population of 46 million people and an area of 101,800 square kilometers, among which, mountain area accounts for 70.4%, plain 23.3% and water area 6.3%. It also has
6,486-kilometer-long coastline and over 3000 islands.Zhejiang enjoys an advanced transport system of road, waterway, railway and civil aviation, mainly depending on road and waterway.
(1). Road By the end of 2002, the total length of Zhejiang's road has reached 45,646 kilometers, of which the expressway is 1,307
kilometers long, Level-I highway 5,777 kilometers, Level-II highway 2,070 kilometers, Level-III highway 6,822 kilometers, Level-IV
highway 26,783 kilometers and substandard road 2,887 kilometers. A road traffic network with Hangzhou as its center and
connecting neighbor provinces and cities as well as main towns and villages has taken its initial shape. Looking at road network,
the national highway amounts to 2,744 kilometers, provincial way 5,455 kilometers, township way 36,531 kilometers and special
way 916 kilometers, with 44.8 kilometers per 100 square kilometers. The rate of the road in towns reaches 99.2%, and in village
(2). Waterway
1. Inshore Ports
There are altogether 34 inshore ports in Zhejiang Province, with various berths of 867 by the
end of 2002, traffic capacity of 213.50 million tons and cargo throughput 256.94 million tons. Ningbo, Zhoushan, Wenzhou, Taizhou
and Jiaxing are five key ports altogether with 642 berths, thereinto, 58 over 10000T berths, 5 over 100000T berths, and the largest
with 250,000 tons.
2. Island Traffic
There are 99 islands with over 1000 people in total. Wharves for passenger and cargo transport are all available
on 86 islands with over 3000 people, and the islands highway has reached 1,500 kilometers. 3. Freshwater River Waterway and
Port There are 1,094 freshwater river waterways in Zhejiang Province with total length of 10,406 kilometers, ranking third in China,
amongst which, Level-IV river waterway 500 kilometers and Level-V 532 kilometers, and mainly in northern and southern Zhejiang.
The total length of the net-like river waterway in northern Zhejiang reaches 7,558 kilometers, with 17.4 kilometers per 100 square
kilometers. There are 8 main routes almost covering Hangzhou, Jiaxing, Huzhou, Ningbo and Shaoxing. They are Beijing-Hangzhou
Grand Canal, Changhushen Route, Hangshen Route, Zhajiasu Route, Route of the Lower reaches of Qiantangjiang River,
Liupingshen Route, Hanghuxi Route and Hangyong Canal. There are 3 main waterways in the southern Zhejiang, i.e. Oujiang River,
Jiaojiang River and the Route of Middle and Upper Reaches of Qiantangjiang River, through Wenzhou, Taizhou, Lishui, Jinhua,
Quzhou etc. In addition, there are also some rivers running into the sea, such as Feiyunjiang River, Aojiang River and other small
local rivers, which are independent and with low capability in traffic and short course,only covering one or several counties.
In 2002, there are 807,800 automobiles, including 263,000 ones for business. The road traffic of the transport industry has fulfilled passenger carrying volume of 1.29 billion person-times, passenger turnover volume 51.92 billion person-kilometers, cargo carrying volume 635 million tons, and cargo turnover volume 29.36 billion ton-kilometers, up by 2.4%, 8.3%, 14% and 3.9% respectively over previous year. The passenger and cargo transport volume through road occupying 94.9% and 70.2% respectively of the total in Zhejiang. Owing to the efforts to improve the infrastructure and to accelerate the construction of stations, by the end of 2002, there are 454 automobile stations for passenger transport and 78 for cargo transport. The quick passenger transport across Zhejiang reaches 138 route and 4,430 runs. The coverage of passenger transport in rural areas is further enlarged, with vehicle available rate of 84.15%, which can basically meet the requirement of people's come-and-go as well as the development of "tour economy" and "holiday economy". Thereinto Ningbo Port has performed a throughput volume exceeding 100 million tons for successive 3 years, with cargo throughput volume of 154 million tons and container throughput volume 1.8587 million containers, thus become one of the big ports of the world.
Under the guidance of the active financial policy of accelerating infrastructure construction and promoting domestic demands, Zhejiang increases transport infrastructure construction investment year after year. Till 2002, the whole society completed investment 22.1 billion yuan for transport infrastructure construction, ranking 2nd in investment scale across the country, reaching the highest level of transport construction investment in Zhejiang's history once again. Highway construction completed an investment of 21.38 billion yuan (including expressway 8.917 billion yuan), which has realized the aim of "4 hours highway transport circle" set by Zhejiang Provincial government. It won striking achievement in national and provincial roadways extending reconstruction and the highway construction in counties and villages and mountainous area.Water transport infrastructure construction completed an investment of 720 million yuan across the province.
In the Eleventh CCP Represents Congress and the First Session of the Tenth People's Congress of Zhejiang Province, a strategic arrangement on traffic construction was carried out, which pointed out that the province will fully improve the basic infrastructures construction in the future 5 year, such as heighten the degree of networking, raise the level of modernization and enhance capability of comprehensive service, and the main undertakings on traffic construction will lay on to quicken the backbone construction of expressway, to perfect the intercity and inter-provincial backbone networks, to advance the penetration depth and quality of rural highway, and expedite the development and utilizing of harbor's resource. Established Shanghai-Hangzhou-Ningbo, Hangzhou-Jinhua-Quzhou, Hangzhou-Nanjing expressways will widen to 6-8 lanes.
During this government tenure, the above arrangement will be implemented to ensure 1000 kilometers expressway will be accomplished and 1200 kilometers will be expected. When the arrangement is finished, the expressway will penetrate into each county of whole province, with 17 expressways connecting with other provinces (cities), among these 7 expressways connect with Shanghai and Jiangsu of Yangtze-Delta region.
In recent years, the dramatically increasing traffic volume have imposed great pressure on main highway network. The main highway at national-level or provincial-level that have been finished renovation since the "8th Five-year-plan period" and some of the highway un-renovated, cannot meet the requirement for social economy development in appearance, width, and working conditions, therefore they are badly in need of overall renovation or widening renovation. Thus the government of current tenure carries out "unblocked traffic project of main highways", i.e. 2000-km renovation of 2 expressways, 6 national highways, and 28 provincial highways, concentrating on consolidating the highway surface by improving or completely renovating the highway surface in bad conditions; standardizing the facilities by undertaking standardization and regularization renovation of the highway communication engineering; widening some of the highway; and implementing "green passage project" on both sides. According to the schedule, by the end of 2007 when the "unblocked traffic project of main highways" is finished construction, the 5000-km main highways will reach the unblocked traffic standard so that the integrated service functions will be further improved.
Water transport plays a very important role in the integrated transportation network in this province, so we shall carry out Water transport project bettering the province, by maximizing the advantageous situation of this province in resources of long coastline and rich coastline deep water area; the geographical advantages of Ningbo Port and Zhoushan Port located at the T-crossing-point of the Yangtze River and the sea; the economic superiority of this province in booming export-oriented economy and large quantity of containers; and the natural advantage of North Zhejiang Province where the inland waterways shapes network leading to Shanghai. And the first-of-all work is the integrated construction of Ningbo Port and Zhoushan Port.

During the tenure of the current government, the capacity of coastline ports increases by150 million tons. Thirty deep water parking stations (including consignor's docks) of 10,000-ton or above in volume are newly built, thus in 2007 the capacity of containers of all ports in this province will exceed 7 million standard containers, which is expected to increase two times of that in 2002. In terms of inland waterways, the construction of the main waterways, such as Hangzhou-Ningbo Canal, Dongzong waterway, Hangzhou- Huzhou- Wuxi waterway, Hushen Multiple waterway, and Hangpingshen waterway, as well as some branch waterways, shall be attached close importance to carry out, with 300-km 4th-level waterways newly built, the backbone network of North Zhejiang High-grade Waterways matching the Yangtze River Delta Water Network comes into being.
The countryside is the key area for building up a well-off society in all-round way. Great efforts is to be made to fulfill such construction in field of communication ahead of schedule in 2015, taking into consideration of this province's prospective aim fulfilling general modernization in advance in 2020. During the tenure of the current government, "Well-off Village Project" will be undertaken with more investment in the highway construction in rural areas. According to the schedule, the aim will be fulfilled within 3 years that every townships has up-to-grade and hardened highways; within 5 years, 10000-km village-to-village highway will be renovated in accordance with the provincial local standard so that the ratio of up-to-local-standard highway leading to villages reaches 80%; 15800-km highways leading to administrative villages will be hardened, so that the ratio of hardened highway increases to 60% on the current basis of 21%; and it will be more accessible for passenger cars to run through highways in rural areas, with the remove and reconstruction of dangerous bridges and upgrade of some of the highways in rural areas.

The construction of mainland-island docks is among the key factors for the islands boosting to build up a well-off society in all-round way. Continuously paying close attention to improving the mainland-island communication infrastructure, the government of the current session strives to fulfill the aim that "Ferry for cars and passengers shall be available for islands of population exceeding 10000, and communication dock shall be available for the islands of population exceeding 1000. 6 passengers ferry docks and 22 communication docks are planned to be newly built.
In implementing the strategic decision of building up "Green Zhejiang" and "Ecological Province" made by the Provincial Party Committee and the Provincial Government, the tree-planting work, regarded as the important part of the communication infrastructure construction, will be fully carried out in new construction, renovation, maintenance and other fields of communication infrastructure. In all stages of a construction project such as management, design, construction and operation, tree-planting and environmental protection shall be taken into full consideration so as to "maintain green environment to protect the water and soil when building a highway (waterway)". By 2007, the tree-planting work of 17000-km highway will be finished, and that of the main inland waterways will be completely accomplished as well.
As building material civilization, we shall adhere to carry out clean-government project at the same time. We shall not only construct communication projects into excellent ones and elaborate ones, but also into clean-government ones and sunshine ones. Ideological education and system construction shall be strengthened to maintain an efficient, uncorrupted and down-to-earth team of construction and management, so as to provide political guaranty for rapid development of communication.
